Phase 1 is 342.7 MW and uses 149 Siemens 2.3MW turbines. Construction started May 2010. Phase I will create up to 150 temporary jobs, with the eventual commercial operations creating as many as 25 permanent jobs, and will provide power for more than 100,000 homes. Full project (with additional phases) permitted for up to 1,432 MWs and 795 turbines.

Lower Snake River Wind - Phase I is located entirely within Garfield County in two of the development's Wind Resource Areas (WRAs). Phase I within the western end of the Kuhl Ridge WRA and the north end of the Garfield County portion of the Oliphant WRA in the Lower Snake River development. (The entire Lower Snake River development area has 4 WRAs -- Tucannon, Oliphant, Kuhl Ridge and Dutch Flat -- in Columbia and Garfield counties.)
