FERC Sides with Renewable Energy on BPA’s Integration Policies

In an order issued on November 21st, the Federal Energy Regulatory Commission (FERC) agreed with the long-standing concerns raised by Renewable Northwest and its members with respect to the Bonneville Power Administration's (BPA) wind and solar integration policies. FERC rejected portions of BPA's Open Access Transmission Tariff (OATT), including certain sections that pertain to BPA's provision of integration services for wind and other variable energy resources (VERs). FERC rejected BPA's proposed "Generator Imbalance Service" as giving BPA too much discretion in its provision of integration services without providing adequate justification as to why BPA does not follow the standard FERC-approved approach to providing these services. Renewable Northwest is hopeful that the clarity and guidance provided in this order will help the region come together around a revised BPA VER integration policy that is consistent with open access principles and provides non-discriminatory transmission and integration services to VERs.
